BIO

Ms. Tory Bombard serves as the Assistant General Manager of Energy Production, bringing over two decades of experience at Lakeland Electric. Her diverse roles within the organization have included Fuels Manager, Business Operations Manager at McIntosh Power Plant, Chief Accountant, and Accountant. Her expertise lies in negotiating electric utility contracts, power plants O&M and capital budgeting, managing Natural Gas risk through financial hedges and prepaid gas contracts, developing utility fuel rates, and forecasting units for generation planning.

Tory has served as Chair of the City of Lakeland’s General Employees’ Pension Board, Polk County President of the Florida Institute of Certified Public Accountants, Chair of the Fuels Committee with the Florida Municipal Power Pool, Chair of the Eastern Fuel Buyers Group, and on the Executive Board Member of the Florida Gas Utility. She engages in providing market updates on fuel costs, construction projects, and capital needs of the generating units to the Utility Committee and the City Commission. Provides leadership to Energy Production infrastructure projects by relocating its natural gas pipeline, transitioning operations to Florida Gas Transmission, and building the new McIntosh Reciprocating Engine Plant (MREP).

Tory holds two Bachelor of Science degrees in Accounting and Finance and a Master of Public Administration degree from the University of South Florida. Her professional qualifications include being a Certified Public Accountant (CPA), a Certified Government Finance Officer (CGFO), and a Certified Public Manager (CPM).
